yesterday, it flushed 10 years ago, what's the problem? narrator: atlanta is a rapidly growing urban area. its primary source of drinking water is the chattahoochee river, which also provides water to many downstream communities. but its infrastructure is dangerously old, without outdated facilities and combined sewer overflows polluting the watershed. the city faces strict consent decrees and lawsuits, along with a severe lack of funding. man: when i started working for the city of atlanta in the late '70s, we were approaching that point in time where a lot was going to be needed, in terms of rehabilitation and upkeep. most of the very large pipes were at least 80 years old. we had needs that were identified in the '50s and in the '60s and in the '70s that were deferred. woman: we are urging that we all try to find a way to overcome the obstacles and limitations that might exist. woman: when i was running for office, i met someone who knew mayor hartsfield, who, in the late 1960s, said, "i don't know who the next mayor will be, "but i know they'll have to fix the water and sewer infrastr

that will affect our policy and you will meet the mayor of atlanta in town. on the phone with us right now is nigesh, a technology report for the hill newspaper. this is a bit technical. we want you to explain the white spaces and how it will affect consumers. host: the f. c. c. voted yesterday to approve the white spaces. unused air waves in hopes of unleashing a host of wireless devices. basically, these are the areas between television channels freed up between the transition to digital television and now these waves are available theory public use. there was an auction that went to wireless carriers like verizon and at&t. the f. c. c. decided to allow technology firms. the hope being these new waves will allow people much faster wireless access. host: the internet will get faster. guest: that's the end result. the f. c. c. approved the use of these air waves over concerns from broadcasters. the traditional broadcasters mostly who expressed concern that the new signals would disrupt their waves. they set aside channels for wireless mics and decided to move ahead with the plan. companies

orleans and here in atlanta, craig washington who recently wrote an article about bishop long and the sex scandal and martin savage. you were there at the church along with a number of correspondents from around the country. give me an idea of what that reception was like. what the restrictions were like during his sermon as well. >> first of all, probably the most anticipated day in the history of that particular church on part of the ed showin 5:30. they were already there waiting in the parking lot for the service that began at 8:00. when the 8:00 service began, there was still a huge line of traffic of people trying to get in to get to that service a half hour after the service was under way. and it wasn't until an hour after that service began that bishop long actually appeared. that gives you the sense of the anticipation and as we walked into the building and the parking lot, you felt that crowd. you could hear singing and celebration. they were in a very joyful mood even though when we spoke to people on the way in, we said what do you want to hear? they said we want to hear the t

in atlanta was at the time kids were missing. and i think if i'm not mistaken, the perception was a lot of young males were missing. and that's what i asked. i said, this is about those kids or boys or something like that, isn't it? >> remember what fbi agent mike mccomas said he saw when he got to the scene? >> saw a black male. he had on a baseball hat. >> this is the sketch provided by the witness who saw lubie geter talking to a man the day lubie disappeared and died. mccomas had never seen this until we came back to show it to him nearly 30 years later. >> this is a real strong resemblance to the person that i talked to, wayne williams. he had on a baseball cap. his hair was in an afro. so this just looks like him. >> williams agreed to let mccomas search his stationwagon. on the floor, in the front of the back seat, he saw -- >> there was a nylon cord. the best that i could describe the nylon cord was a ski rope type, the woven type. and it was -- my guess, about 24 inches long. >> no. >> williams denies there was any such cord. >> because if that rope had have been in the station

is mounting tonight for the pastor of a 25,000-member megachurch near atlanta. bishoped a dee long, who has denounced homosexuality, is accused of coercing three young men into relationships. steve osunsami has details of the lawsuits. >> reporter: bishop eddie long once said that homosexuality is a spiritual abortion. if today's accusations are true, he might regret the day he led thousands through the streets of atlanta in protest of gays and same-sex marriage. >> woman and woman and man and man is not right. so, that's why i stand by the bishop. >> reporter: in the lawsuits, filed by three young men he recruited into the youth ministry at his gigantic church outside atlanta, they describe him as a sexual predator who pushed them into sex, lavished them with expensive gifts, and sent them these photos, texts and e-mails when they were above the legal age of consent, but just 16 and 17 years old. they say he certainly doesn't look like a bishop here. >> what pastor, in his right mind, sends a picture from himself posing in his bathroom in a muscle shirt? none, none that i know of. >> repor
